I can’t really say what motivates Tommy Shelby to keep his reign as the man who rules Birmingham’s streets. Perhaps it’s just that he was pushed into it as his family business. But only the second oldest sibling, Tommy didn’t have to become the head of the Shelby family gang. He could have dodged the role, and perhaps given into his youthful ideal of communism.
